Best time to fly kits is dry season when there is more wind. Soon after rainy season, wind is good for kite flying and best wind is observed in February as well.
In Buddhism. When people fly kites, it means they are devoted to escorting Buddha to TRAY TROENG (heaven) and are devoted to THUN CHEY who is a wise philosopher of Cambodia.
